When an OpenMRS user asks for "Offline Mode", they may be referring to 1 of 2 very different problems. Make sure you understand which one is a priority for your use case, since this drastically changes requirements.
Case #1: Offline Outreach Workers. Support for Outreach Workers who need to travel to remote locations.
Case #2: Offline Sites. Support for sites (e.g. clinics or health posts) where connectivity is low or intermittent.
