Make the Patient Interceptor configurable

The CR manager uses an interceptor based on the events module (JMS API based). It should be possible to enable vs disabled via a config.

This seems to be supported implicitly and contingent on the clientregistry.serverUrl GP value here: https://github.com/openmrs/openmrs-module-clientregistry/blob/main/api/src/main/java/org/openmrs/module/clientregistry/ClientRegistryConfig.java#L43-L45

I think we should be more explicit about this.
