Regimen Tab should be in correct placement on the patient dashboard

Description

This is now being added as the last tab due to how legacyui is implemented.  This should be fixed so that it can reclaim the original placement on the dashboard, which was the second tab, between "Overview" and "Encounters"

(this is a ticket  entered in the Rwanda EMR JIRA)
