Program state

Program states are specific to each program. A person can be enrolled in more than one state over the course of the program, but can't be enrolled in more than one state at the same time.

Each state has a start date that cannot be before the Program Enrollment start date or after the Program Enrollment completed date

Adding a new program state automatically closes the previous program state. Adding a program completed date automatically closes the open program state

Multiple Programs

Program enrollments for the same program can't overlap. You can be enrolled in the same program consecutively, but not overlapping. 

It looks like you can only be enrolled in a program once. Even once the program closed, it doesn't allow you to select it from the list.
