• Don't worry about dynamically modifying the short-list of common allergens yet. (This won't be implemented in the first couple iterations.)

• Simple approach is to have a report that shows the administrator things that were chosen off-list.

• Remember that there are two levels of off-list. First is to search through concepts. Second is, after not finding the concept, entering free-text (which would also effectively be a concept proposal)
