User (Data Entry clerk) is entering information. they realize that the system does not contain the needed concept. They are able to creating a concept proposal without interrupting their data entry. Meaning the full concept proposal is created and usable within the data entry tool without having to leave the data entry screen.

It should help the data entry process not interrupt it.
