Brief Description

When a dictionary admin takes an action of "needs more detail" on a concept proposal, the creator should receive a notification with a link to a detailed page to add more content to the concept proposal. The creator should also be able to perform this same action from the view of all concept proposals, but only for concept proposals that are awaiting further detail from them. After more detail is added the user should be able to re-submit the concept proposal to the dictionary admin. The dictionary admin will receive a notification that the concept has been re-submitted.
